The Mindanao State University-Main Campus, Marawi City hosted the province-wide celebration of 119th Philippine Civil Service Commission founding anniversary on September 11, 2019. The event commenced with a parade and a kick-off ceremony at the Dimaporo Gymnasium which was actively participated by some regional and local government agencies, local government units, and civil society’s organizations in the Province of Lanao del Sur.
With the theme, “Civil Service at 119: Upholding Integrity and Building a High-Trust Society,” the primary objective of this year’s celebration is to ensure efficient, effective and people-centered governance that augment the quality of life of the Filipino people.
Director Amer D. Pangandaman of Human Resource and Development Office emphasized during his opening remarks that MSU is the first University in Mindanao to host and hold a program for CSC’s founding anniversary celebration. “The University is privileged to welcome and serve with commitment, dedication, and sincerity to public service,” said by the Director Pangandaman.
Just like a father imparting wisdom to his offspring, MSU System President Habib Watamama Macaayong, DPA spoke about the significance of CSC in maintaining righteousness and raising the bar of excellence in serving the public. “Public service is a public trust. It is a responsibility that we vow to honor when we take our Oath of Office,” said the President.
“Our Panunumpa has the same weight and import as the Hippocratic Oath of doctors and the Oath of Office of lawyers and magistrates. It is a covenant we make with God, country, the public we serve, and ourselves.. To CSC, may you live to a hundred autumns. And beyond. The country has great need of you,” he added as he offered the Sanskrit prayer.
Director Sandrah Arnica Usman of the Philippine Civil Service Commission-Lanao del Sur Field Office challenged the civil servants to improve themselves and the quality of their services by being more committed to their sworn responsibilities for the greatest good of the greatest number. “Tumutoo po tayo sa sinumpaan nating tungkulin. Gawin natin ang lahat ng ating makakaya upang mapabuti ang kalagayan ng ating kapwa, lalong lalo na ang mga nangangailangan,” she uttered.
Highlighting the event was the recognition of Director Elin Anisha C. Guro of the University Library for the conferment of the CSC’s 2019 Honor Award Program Regional Awardee. The Honor Award Program is one of the awards given annually by the Philippine Civil Service Commission to government workers who have shown exceptional accomplishment and outstanding work performance. According to Director Guro, the award is also in recognition of the hard work of University Library personnel. She also thanked the people who contributed in her success, including the MSU System President. “With the vision and full support, no boundary remains unmoved. Sanggibo Salamat,” said by Director Guro with enthusiasm.
The civil servants recited the Pledge of Allegiance to the Philippine Flag led by Prof. Mohammad Jihan M. Macarambon, a faculty member of KFCIAAS and Special Assistant in the Office of the President; and the civil servant’s oath “Panunumpa sa Lingkod Bayan” preceded by Sheryll G. Sani, President of Council of HRM PractitionerLDS Chapter.
As a national institution, the Mindanao State University strongly supports the mission of Civil Service Commission in making civil servants as servant heroes and in building a high-trust society, by providing quality education to the tri-people of Mindanao to continuously produce graduates who are uprightly equipped in serving the public.
